Because 10g is a legacy version, Oracle has removed it from the standard Oracle Technology Network (OTN) download page. You generally have two paths:

Run this on a virtual machine (VMware or VirtualBox) using an old Linux 5.x template. Do not try to force-install on Ubuntu 22.04 or Windows 11—it will fail spectacularly.
