This is terrifying and liberating. Without forced updates, the city will evolve organically. Some sectors may become ghost towns. Others may explode into sprawling metropolises of user-generated content. The developers have teased that if the community ever votes to "Re-Seed" (reset a sector), a democratic tool exists.
